JANUARY

January 5, 2006

At its organizational meeting, held on January 5, 2006, the Brunswick County Board of Supervisors elected Marc L. Finney as its 2006 Chairman and Barbara J. Drummond as its Vice-Chair.

The Board changed its meeting times from beginning at 7:30 p.m. to 7:00 p.m. with its closed meeting at 5:30 p.m.  The Board also changed its public hearing times from 8:00 p.m. to 7:00 p.m.

January 18, 2006

At its regular meeting held on January 18, 2006, the Brunswick County Board of Supervisors heard a presentation of the FY05 Financial Report as prepared by Robinson, Farmer Cox Associates.   The Board will accept the report, after review, at its February meeting.

The Board of Supervisors adopted a Resolution, as requested by the Emergency Services Advisory Board, calling for 100% return of the $4 for life funds to localities.    The Board also approved the creation of an Alberta Fire District where the Alberta Fire Department will begin providing emergency medical services to the Alberta community.

The Board of Supervisors approved Rezoning Case #05-047, submitted by Patricia Conner, as recommended by the Planning Commission to rezone property from Agricultural (A-1) to Business (B-1) to operate and maintain an antique store. 

The Board accepted the title to the old primary school building located on Park Street and authorized the Chairman to sign on behalf of the County.

The Board approved the revision of its Small Purchase Policy to require Board of Supervisors approval on all purchases in excess of $1,000.

The Board of Supervisors approved the purchase of the Easter Property, located on Sturgeon Road, in the amount of $70,000, for development and operation of a manned solid waste convenience center.

The Board of Supervisors adopted a Resolution opposing the establishment of tolls on Interstates 85 and 95 near the Virginia/NC state line. 

The Board of Supervisors reappointed Mr. C.B. Waller to a four year term on the Brunswick County Planning Commission representing Red Oak Election District.

The Board nominated Jean McCarter for consideration of appointment to the Brunswick County Board of Zoning Appeals representing Meherrin Election District.  If appointed by the Circuit Court, Mrs. McCarter will fill the unexpired term of Lawrence Woyer which expires on December 31, 2008.

The Board of Supervisors appointed Mr. Charles P. Lucy to serve on the Southside Planning District Commission. 

The Executive Director of the Brunswick Industrial Development Authority, Joan Moore, announced that a new industry will be located at the Roanoke River Regional Business Park which is jointly owned by Brunswick IDA and Mecklenburg IDA.   The industry is American Industrial Heat Transfers, Inc. and will create about 85 jobs, varying in hourly rates from $14.00 to $40.00.

February 15, 2006

At its regular meeting held on February 15, 2006, the Brunswick County Board of Supervisors  made a Special Presentation to new Delegate Roslyn Tyler. She assumed office in January representing Brunswick County in the 75th District of House of Delegates.

The Board of Supervisors adopted two Resolutions establishing State Route 715 and Route 734 as Rural Rustic Roads.   These two roads are included in the County’s Six Year Road Improvement Plan as Rural Rustic Roads.

The Board of Supervisors approved Rezoning Case #05-039, submitted by Harry L. Brown, to rezone property from Agricultural (A-1) to Rural Residential Manufactured Housing (RRMH).   The applicant proposes to develop a thirteen (13) lot residential subdivision. The Planning Commission recommended denial of this case due to the fact that manure is spread twice a year on a dairy farm adjacent to the property. 

The Board of Supervisors approved Rezoning Case #05-043 submitted by Harry L. Brown, to conditionally rezone the subject property from Agricultural (A-1) to Residential (R-1) for a nine (9) lot residential subdivision.  The Planning Commission recommended approval of this case subject to the four proffered conditions by the applicant.

The Board of Supervisors deferred action on the proposed Subdivision Ordinance Amendment Case #05-048 in order for the Board to obtain additional information.  The County Attorney advised that he had not received an opinion from the Attorney General as of today’s meeting.

The Board of Supervisors approved Conditional Use Permit Case #05-053, submitted by the County of Brunswick, to construct, operate and maintain a manned solid waste convenience center, subject to the twenty-four conditions as recommended by the Planning Commission.

The Board of Supervisors approved Rezoning Case #05-045, submitted by John Williams Development, Inc. to rezone property from Agricultural (A-1) to Residential (R-1) for development of a forty-three lot subdivision to be known as Goose Creek Subdivision.

The Board of Supervisors adopted a Resolution calling for the establishment of a Southern Virginia Region to be designation by the Virginia Tourism Corporation.   Currently, the Commonwealth is divided into 8 regions, which Brunswick County is included with such cities as Richmond, Martinsville, Lynchburg and Charlottesville.  Separate recognition for the southside region will provide a major benefit to the work of tourism and economic development organizations, businesses and local governments in the Southern area of Virginia. 

The Board of Supervisors approved an additional appropriation, in the amount of $2,500, to the Brunswick County/Lake Gaston Tourism Association

The Board of Supervisors adopted a Resolution regarding the endorsement of the Lake Gaston Weed Control Council joining with Bedford, Franklin and Pittsylvania counties in an effort to obtain funding from the General Assembly in the fight to eradicate noxious weed growing in our lakes.

The Board of Supervisors adopted a Resolution supporting the inclusion of the Roanoke/Staunton River and other southern rivers in the Commonwealth for funding of water quality improvements.

February 23, 2006

The Board approved a contract between Charlette T. Woolridge and Brunswick County wherein she will be the County Administrator effective April 3, 2006.

MARCH

March 15, 2006

At its regular meeting held on March 15, 2006, the Chairman introduced the new Director of Planning, Paula P. Williams and new County Administrator, Charlette T. Woolridge.

The Board of Supervisors approved Conditional Use Permit Case #06-001 submitted by Buggs Island Telephone Cooperation to construct and maintain a telephone switching cabinet and cable cabinet in the Agricultural (A-1) Zoning District.

The Board of Supervisors approved Rezoning Case #06-003 submitted by William A. Thompson to rezone property from Industrial (I-1) to Business (B-1) to construct and maintain a church to serve the membership in the Lawrenceville area.

The Board of Supervisors approved Rezoning Case #06-004 submitted by Kim Ferrin to rezone seven (7) acres from Agricultural (A-1) to Rural Residential (RR) for a one lot subdivision to be known as Willow Springs Subdivision.

The Board of Supervisors authorized the Brunswick County/Lake Gaston Tourism to continue to pursue the concept of a state park in Brunswick County.

The Board of Supervisors heard a presentation from Dave Roberts, Coordinator, Resource, Conservation and Development, regarding the 2005 Annual Report of the RC&D.

The Board of Supervisors heard a presentation from Brunswick Youth Development League and SCORE, Inc. regarding their plan to merge the two organizations.

The Board of Supervisors approved additional appropriations in the amount of $858,219.96 for the Brunswick County Public Schools.   The Board scheduled its next joint worksession with the School Board for Thursday, April 13, 2006.

The Board of Supervisors approved the mileage reimbursement for County employees to be at the federal rate and to fluctuate as it does.

The Board of Supervisors authorized the County Attorney to draft a letter outlining its position on the Industrial Access Funds previously applied for the I-85 Business Park and further requesting withdrawal of its application for said funds.

The Board of Supervisors approved the renewal of the employee health insurance for FY07 with Anthem Blue Cross Blue Shield.  

The Board of Supervisors approved the request from Brunswick Academy Association to use the airport grounds to hold its annual Beef & Dairy Festival on May 17, 2006.

The Board of Supervisors approved the additional appropriations in the amount of $58,684 for the Department of Social Services, with the required local matches to be covered under the Department of Social Services FY06 budget.

The Board of Supervisors accepted the bid, in the amount of $6,300, from Nick’s Lawn Care to provide grass cutting and dam maintenance services at County Park at Great Creek.

The Board of Supervisors accepted the bid, in the amount of $500.00 annually, from Dereck Alexander to provide grass cutting services at the old landfill located on Milas Drive.

The Board of Supervisors accepted the bid from Jones Electric Contractors, in the amount of $1,671.42, to install sensors at the convenience centers so that the perimeter lights will go off automatically.

The Board of Supervisors accepted the proposal from Robinson, Farmer Cox, at a cost not to exceed $9,000, to prepare the County’s Cost Allocation Plan for the next three (3) fiscal years.

The Board of Supervisors approved the hiring of Camilla Clayton Bright, a deputy in the Commissioner of Revenue’s Office, as temporary Clerk for the Board of Equalization, at an hourly rate of $15.00.

The Board of Supervisors adopted a resolution authorizing the Interim County Administrator to apply for federal grant funds for airport security improvements. 

The Board of Supervisors accepted the bid in the amount of $754.37 from Gupton Insulation to install a temporary “dry-in” on the roof of the old primary school located on Park Street. 

The Board of Supervisors authorized Robinson, Farmer Cox Associates to conduct a comprehensive audit of all county employees, constitutional offices and school administration and personnel’s County credit card accounts to begin May 2001 to the present day.

The Board of Supervisors appointed Samuel Morgan (T), Vicky Nixon (S) and Heidi Dorsey (M) to serve on the Brunswick Litter Control Council.
